[4.1] MMDA Traffic Aide Nabbed for Robbery Extortion

A traffic aide of the Metropolitan Manila Development Authority was arrested in a joint entrapment operations conducted by the Regional Special Operations Group (RSOG) of the National Capital Region Police Office (NCRPO) and the MMDA Intelligence and Investigation Office (IIO) in Port Area, Manila on March 31.

The arrested suspect was identified as MMDA Traffic Aide "Rey Gaza," 53, currently assigned at the MMDA Northern Traffic Enforcement Division – Traffic Reaction Unit.

The operation stemmed from the complaint of the owner of a trucking company operating in North Harbor and Valenzuela, according to a police report. The complainant, Mr. "Salvador Jecino," claimed that Gaza and his cohorts were collecting "payola" money amounting to PHP10,000 every month since 2019 to avoid inconvenience and to ensure the smooth operation of his trucking and transport service business.

MMDA Acting Chairman Atty. "Don Artes" reiterated that the MMDA will never tolerate any wrongdoings like “kotong” or “payola” and other illegal activities among its ranks.

“The MMDA is serious in cleansing its rank. As a matter of fact, the agency is continuously cracking down against corrupt employees as part of its intensified cleansing program to weed out erring personnel,” "Artes" stressed.

MMDA General Manager Usec. "Procopio Lipana," for his part, confirmed that he received a report from the agency’s IIO that Gaza was involved in extortion activities.

“When we were informed of the extortion activity, we immediately conducted an investigation and found out that it is true. We then convinced the complainant to file a formal complaint, after which the MMDA immediately coordinated with the NCRPO and requested for the conduct of an entrapment operation,” "Lipana" said.

Authorities staged an entrapment operations, with the trucking company owner giving marked money amounting to PHP5,000 to Gaza.

Gaza, who was brought to RSOG Compound for investigation and proper disposition, is facing charges of robbery extortion and violation of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act.
