오늘 열린 회의에서 기술 실무 그룹은 모든 메트로 마닐라 지방 정부 단위에 균일하게 부과될 최종 20개의 가장 일반적인 교통 위반 처벌과 LTO의 육상 운송 관리 시스템(LTMS)과의 상호 연결 요구 사항에 동의했습니다.

MMDA 회장 대행 Atty에 따르면. "Don Artes" 에이전시는 LGU와 LTMS 통합의 원활하고 동시적인 롤아웃에 필요한 하드웨어 및 IT 요구 사항 구매를 위한 자금을 제공할 것입니다.

Artes는 "LTO 데이터베이스와의 계획된 상호 연결을 위해 각 시스템 및 장비와 관련하여 각 LGU의 인벤토리를 수행하여 운전자의 기록에 액세스할 수 있도록 할 것"이라고 말했습니다.

이어 “LGU 및 교통계와 일련의 협의를 거쳐 신호 무시, 불법주차, 번호부호 등 대표적인 교통법규 위반에 대한 과징금 기준을 확정했다”고 덧붙였다.

"Artes"는 또한 단일 발권 시스템이 "현재 대법원에 계류 중인 NCAP 청원에서 제기된 일부 문제와 운전 면허증 몰수 문제를 해결할 것입니다. 제안된 시스템은 체포된 운전자가 어디서나 사용할 수 있는 디지털 지불 채널을 통해 지불의 용이성을 제공하기 때문에 운전자에게도 도움이 될 것입니다.”

산후안 시장이자 MMC(Metro Manila Council) 의장인 "Francis Zamora"는 메트로 마닐라 교통법이 TWG에서 만장일치로 동의했으며 다음 MMC 회의에서 논의될 것이라고 말했습니다.

“우리는 메트로 시장이 이를 승인하는 결의안을 통과시킬 것이라고 확신합니다. 위원회의 승인 후 각 LGU는 확인된 일반적인 교통 위반에 대해 표준화된 벌금을 적용하는 각각의 조례를 초안하거나 수정해야 합니다.”라고 "Zamora"가 말했습니다.

다만 두 관계자는 교통법규에 명시되지 않은 기타 교통법규 위반에 대해서는 지방자치 차원에서 자체적으로 조례를 제정하는 것은 여전히 LGU가 할 일이라고 강조했다.

한편, LTO 지역 책임자인 "Noreen San Luis-Lutey"는 LTMS에 대한 LGU 상호 연결이 대도시 전역의 교통 위반에 대한 단일 데이터베이스를 생성하기 위한 목적으로 법적으로 의무화되어 있다고 말했습니다.

제안된 단일 발권 시스템은 올해 1분기 내에 완전히 구현될 것으로 예상됩니다.

[1.19] MMDA, TWG OK Final Draft of Metro Manila Traffic Code for Single Ticketing System

The Metropolitan Manila Development Authority (MMDA), Metro Manila local traffic bureau heads, as well as officials from the Land Transportation Office (LTO) approved the final draft of the Metro Manila Traffic Code for the proposed single ticketing system in the National Capital Region.

During a meeting held today, the technical working group agreed on the final 20 most common traffic violation penalties which will be imposed uniformly in all Metro Manila local government units and interconnectivity requirements with the LTO’s Land Transportation Management System (LTMS).

According to MMDA Acting Chairman Atty. "Don Artes," the agency will provide the fund for the purchase of the hardware and IT requirements needed for the seamless and simultaneous rollout of the LGU’s integration with the LTMS.

“We will conduct an inventory of each LGU with regards to their respective systems and equipment for the planned interconnectivity with the LTO database for them to have access to the motorists’ records,” "Artes" said.

“After a series of consultations with the LGUs and the transport sector, we have also finalized the standardized fines and penalties for the most common traffic violations such as disregarding traffic signs, illegal parking, and number coding, among others,” he added.

"Artes" also said that the single ticketing system “will resolve some issues raised in the NCAP petition which is now pending in the Supreme Court and issues on the confiscation of driver’s license. The proposed system will also benefit motorists because it will provide ease of payment through digital payment channels which can be used by apprehended motorists anywhere.”

For his part, San Juan City Mayor and Metro Manila Council (MMC) President "Francis Zamora" said that the Metro Manila Traffic Code is unanimously agreed upon by the TWG and will be discussed at the next MMC meeting.

“We are confident that the Metro mayors will pass a resolution approving this. After the council’s approval, each LGUs will have to draft or amend their respective ordinances adapting standardized fines on the identified common traffic violations,” "Zamora" said.

The two officials, however, emphasized that it is still up to the LGUs to create their own ordinances for other traffic-related offenses which are not stipulated in the traffic code as part of their local autonomy.

Meanwhile, LTO Regional Director "Noreen San Luis-Lutey" said that the LGU interconnectivity to the LTMS is mandated by law with the purpose to create a single database for traffic violations across the metropolis.

The proposed single ticketing system is expected to be fully implemented within the first quarter of this year.
