마닐라 — 심각한 열대성 폭풍 플로리타가 루손 북부 지역을 강타하면서 루손 북부에서 500명 이상이 대피했다고 주 재난 대응 기관이 화요일에 밝혔습니다.

플로리타는 더욱 강화되어 이사벨라에 상륙합니다.

국가재난위험감소관리협의회(NDRRMC)는 최근 모니터링에서 선제적으로 대피한 이들이 코르디예라 행정지역(CAR)과 카가얀 계곡 출신이라고 밝혔습니다.

NDRRMC 대변인 "마크 팀발"은 지난 달 발생한 진도 7의 지진 피해 지역도 감시하고 있다고 말했습니다.

"우리는 폭풍이 지나갈 수 있는 산사태가 일어나기 쉽고 홍수가 발생하기 쉬운 지역을 감시하고 있습니다. 이곳도 강진으로 많은 지역이 피해를 입었기 때문에 산사태 가능성이 높습니다.

"하나님의 자비로, 우리는 이 시간 현재 어떠한 사상자도 받지 못했습니다."

이사벨라의 카가얀에서 실제로 느끼는 태풍 플로리타입니다.

NDRRMC는 폭풍의 희생자들을 위해 사용할 수 있는 "8억 페소 이상의 대기 자금"을 가지고 있다고 그는 덧붙였습니다. 약 480,000개의 음식 팩을 이용할 수 있고, 안면 마스크도 피난민들에게 배포될 준비가 되어 있습니다.

비상이 걸린 사회복지부도 폭풍 피해를 입을 사람들을 위해 미리 배치한 물품 외에 대기자금이 17억 페소나 됩니다.

모든 사무실은 날씨가 허락하면 영향을 받는 지역에 팀과 음식 팩을 배치하라는 경고를 받았습니다.

DSWD는 지난 달 지진 이후 대중들에게 더 나은 서비스를 제공하기 위해 운영을 간소화했다고 말했습니다.

로멜 로페즈 차관보는 인근 지역의 백업 현장 사무소도 지원을 위해 대기하고 있다고 말했습니다."

그는 역사적으로 루손 북부 지역을 지나는 폭풍은 파괴적이었다고 말했습니다.

"피난민들을 돕기 위해 법 집행 클러스터도 대피소에 배치되었습니다."라고 팀발이 덧붙였습니다."

작업이 중단되고 통행할 수 없는 도로입니다.

국가의 6번째 폭풍의 맹공으로 루손의 여러 지역에서 총 162개의 수업이 중단되었으며, 대부분은 CAR, Ilocos Region, Cagayan Valley, Central Luzon 및 Bicol Region 지역에 있었습니다.

대부분 지역 1에 있는 약 60개 도시와 지방자치단체의 작업도 중단됩니다.

비콜 지역의 3개 도로와 카가얀 계곡의 1개 다리는 통행할 수 없습니다, NDRRMC.

재난 당국은 라 유니언과 알베이에서 3건의 산사태 사고가 발생했다고 보고했습니다.

팡가시난의 칼라시아오에서도 두 건의 침수 사고가 기록되었습니다. NDRRMC는 오전 8시 현재 알베이 지역 16개 지역의 홍수가 이미 가라앉았다고 말했습니다.

주 기상청 PAGASA와 NDRRMC는 앞서 플로리타의 영향을 받을 수 있는 지역에 사는 사람들에게 필요한 모든 예방 조치를 취하라고 경고했습니다.

NDRRMC는 이미 태풍의 영향 가능성에 대해 지역 사무소, 정부 기관 및 지방 정부 부서와 조율했다고 말했습니다.

계속해서 격화되는 플로리타는 오전 10시 30분에 이사벨라 마코나콘에 상륙했다고 PAGASA는 말했습니다.

기상청에 따르면, 오전 10시 현재, 폭풍은 중심 부근의 시속 110킬로미터의 지속된 바람과 최고 150킬로미터의 돌풍을 채우고 있습니다.

플로리타는 북서쪽으로 계속 이동할 것이며 이사벨라 북부와 카가얀 본토를 횡단할 것으로 예상됩니다. 화요일 밤 바부얀 해협을 통해 모습을 드러낼 것이며 수요일 아침 필리핀 책임지역(PAR)을 빠져나갈 수도 있습니다.

MANILA — More than 500 people in Northern Luzon were evacuated as severe tropical storm Florita barreled Northern Luzon, the state disaster response agency said Tuesday.

Florita intensifies further, makes landfall in Isabela

In the latest monitoring, the National Disaster Risk Reduction and Management Council (NDRRMC) said those preemptively evacuated were from the Cordillera Administrative Region (CAR) and Cagayan Valley.

NDRRMC spokesperson "Mark Timbal," said they are also monitoring areas in the region affected by the magnitude-7 quake that struck last month. 

"We are monitoring the areas that are landslide-prone and flood-prone where the storm would pass through. A lot of areas here were also hit by the strong earthquake, that's why there are a high chances of landslides.

"With God's mercy, we have not received any information as of this time about any casualty."

The NDRRMC has "more than 800 million pesos standby funds" that they could use for the storm's victims, he added. Around 480,000 food packs are available, while face masks are also ready to be distributed to evacuees.

The Department of Social Welfare and Development, which is on red alert, also has 1.7 billion pesos in standby funds, aside from prepositioned goods for those that will be affected by the storm.

All of the offices have been alerted to deploy teams and food packs in affected areas once the weather allows them.

The DSWD said it has streamlined operations to serve the public better, after the quake last month.

Backup field offices in neighboring regions are also on standby to assist, according to Assistant Secretary "Romel Lopez."

He said that historically, storms passing through Northern Luzon were destructive.

Law enforcement clusters have also been deployed in evacuation centers to  assist the  affected individuals, added "Timbal."

WORK SUSPENDED, IMPASSABLE ROADS 

A total of 162 classes are suspended in several regions in Luzon due to the onslaught of the country's 6th storm, most of which were in the areas of CAR, Ilocos Region, Cagayan Valley, Central Luzon and Bicol Region. 

Work in around 60 cities and municipalities, mostly in Region 1, is also suspended.

Three roads in the Bicol Region and one bridge in Cagayan Valley are not passable, the NDRRMC

The disaster agency reported three landslide incidents in La Union and Albay. 

There are also two flooding incidents recorded in Calasiao, Pangasinan. The NDRRMC said floods in 16 areas in Albay have already subsided, as of 8 a.m.

State weather bureau PAGASA and the NDRRMC earlier warned people living in areas that might be affected by Florita to take all necessary precautions. 

The NDRRMC said it has already coordinated with its regional offices, government agencies and local government units on the possible impact of the storm.

Florita, which continues to intensify, hit land in Maconacon, Isabela at 10:30 a.m., PAGASA said. 

As of 10 a.m., the storm was filling sustained winds of 110 kilometers per hour near the center and up to 150 kph gusts, according to the weather bureau. 

Florita will continue moving northwestward and is forecast to cross the northern portion of Isabela and mainland Cagayan. It will emerge over the Babuyan Channel on Tuesday night and may exit the Philippine Area of Responsibility (PAR) on Wednesday morning.
