마닐라 — 이민국(BI)은 새로운 책임 위원과 하원에서 승인한 기관에 대한 신탁 기금을 제안하는 법안으로 현대화하는 것을 목표로 합니다.

이는 하원 정의위원회가 BI가 기관을 현대화하고 급여 규모를 조정하며 간부와 일반 직원을 더욱 전문화하기 위해 12억 페소 기금을 승인한 후였습니다.

Camarines Sur Rep. "LRay Villafuerte"가 작성한 이 법안은 BI가 이민 수수료, 벌금 및 벌금을 징수하고 해당 징수의 3분의 1을 신탁 기금으로 유지하도록 권한을 부여하려고 합니다.

법으로 서명되면 "이민현대화국법"은 기금을 관리하기 위해 대통령이 임명한 3명으로 구성된 위원 위원회도 구성할 것입니다.

ITF(이민 신탁 기금)는 BI의 시설 및 장비 현대화, 고용 혜택 지급, 교육, 세미나 및 기타 경력 개발 프로그램을 통한 임원 및 직원의 전문성 향상을 지원할 것입니다.

법무장관 "Jesus Crispin Remulla"는 BI 시스템의 현대화가 "외국인, 특히 불법 이민자를 효과적으로 추적"하기 위해 매우 필요하다고 말했습니다.

새로운 BI 커미셔너인 "Norman Tansingco"도 자신의 감독 하에 서비스 개선과 함께 현대화를 향해 나아갈 것이라고 말했습니다.

새로운 이민 위원은 변호사 "Norman Tansingco"입니다.

목요일 아침 "Remulla" 이전에 새 직위에 취임한 "Tansingco"는 "기술과 서비스 측면에서 국을 현대화할 방법을 찾고 있습니다."라고 말했습니다.

그는 또한 커미셔너로서 전자 서비스 및 무인 거래를 조사하는 데 있어 국을 이끌 것이라고 언급했습니다.

탄싱코 관계자는 "이번 조치는 대행사의 위상을 높일 뿐만 아니라 부패의 기회를 제거해 불법 행위를 저지하는 주요 수단이 될 것"이라고 말했다.

 이어 “82년 된 필리핀 이민법을 현대에 적응할 수 있도록 개정하는 새로운 이민법도 추진할 것”이라고 덧붙였다.

"Tansingco"는 국에서 승진한 최초의 임명 위원입니다.

그는 2007년부터 2017년까지 BI와 함께 일하면서 비서실장, 국장실 기술보좌관을 비롯한 여러 핵심 직책을 역임했으며 BI 특별조사위원회의 변호사로 활동했습니다.

[9.18] Modernization, additional benefits eyed for Bureau of Immigration under new chief

MANILA — The Bureau of Immigration (BI) aims to modernize itself with a new commissioner in charge and a bill proposing a trust fund for the agency approved by the House of Representatives.

This, was after the House Committee on Justice gave the green light for a 1.2-billion pesos fund for BI to modernize the agency, touch up the pay scales, and further professionalize its officers and rank-and-file employees.

The bill, authored by Camarines Sur Rep. "LRay Villafuerte," seeks to empower BI to collect immigration fees, fines, and penalties, and to retain a third of the said collection for the trust fund.

If signed into law, the “Bureau of Immigration Modernization Act” will also set up a 3-member Board of Commissioners appointed by the President to administer the fund.

The Immigration Trust Fund (ITF) will cover the modernization of BI's facilities and equipment, payment of employment benefits, as well as further professionalization of officers and employees through training, seminars, and other career advancement programs.

Justice Secretary "Jesus Crispin Remulla," said that the modernization of BI's system is very much needed to "effectively track foreign nationals, especially the illegal ones."

For his part, new BI Commissioner "Norman Tansingco" also said that the bureau will head towards modernization, as well as improving the  services, under his watch.

“We are looking at ways to modernize the bureau, both in terms of technologies and of services,” said "Tansingco," who was sworn into his new post before "Remulla" on Thursday morning.

He also noted that as Commissioner, he will be leading the bureau in looking into e-services and man-less transactions.

"Not only will this up the level of the agency, but it will also serve as a major deterrent for illicit activities by removing opportunities for corruption,” "Tansingco" said.

 “We will also be pushing for the new immigration law that will update the 82-year-old Philippine immigration act to ensure that we adapt to modern times,” he added.

"Tansingco" is the first appointment Commissioner to rise from the bureau's ranks.

He worked with BI from 2007 to 2017, holding several key posts including Chief of Staff and technical assistant of the Office of the Commissioner, and as a lawyer of the BI Board of Special Inquiry.
