마닐라 – 한국과 필리핀이 다가오는 해양 회담에서 서필리핀해의 현재 상황과 안보를 논의할 예정이라고 이상화 주필리핀 대사가 말했습니다.

이 대표는 두 나라가 2022년 성공적인 첫 회담에 이어 다음 주 마닐라에서 제2차 필리핀-한국 해양 협력 대화를 개최할 것이라고 말했습니다.

“세계적으로 긴장이 고조되고 있는 이 지역 상황 속에서 해양생태계 보호, 서필리핀해/남중국해의 안전과 안보, 한-필리핀 군 문제 등 다양한 이슈를 다룰 것으로 기대된다” 그는 화요일 밤 타귁시에서 열린 개천절 리셉션에서 기자들에게 "군과 방위산업 협력"이라고 말했다.

앞서 한국은 지난해 8월 중국 해안경비대가 필리핀 해안경비대 선박에 물대포를 발사한 직후 남중국해에서 “긴장 고조 행동”을 촉구하는 국가가 늘어나는 데 동참했다.

이 총리는 이번 조치를 설명하면서 이번 공개 성명은 “이 지역의 평화와 안정의 중요성에 대한 한국 정부의 확고한 신념과 입장”과 일치한다고 말했습니다.

“내가 도착한 이후로 나는 상황에 대해 점점 커지는 우려에 우리의 목소리를 더해야 한다는 것을 강하게 느꼈습니다. 그래서 우리 대사관은 성명을 발표했다”고 말했다.

이번 회담은 2024년 양국 수교 75주년을 맞아 해양협력을 더욱 발전시키려는 양국의 관심이 높아지고 있음을 반영할 것이라고 이 대표는 말했다.

이번 회의에서는 블루 이코노미(Blue Economy) 극대화 방안, 해양과 바다의 지속가능한 이용에 기반한 경제활동 등 다양한 협력 분야도 다룰 예정이다.

이 총리는 양국 정부가 해양 협력과 관련된 '일부 합의'를 진행하고 있지만 회담이 양국 회담 시간에 맞춰 마무리될지는 확신할 수 없다고 말했습니다.

그는 “환경, 해양 경제, 안보 및 안정과 같은 문제로 정의되는 해양 영역 인식에 대한 한국의 보다 적극적인 역할에 대한 지지가 커지고 있다”며 “우리가 그러한 방향으로 협력을 강화할 것으로 기대한다”고 말했다.

한국과 필리핀은 지난해 부산에서 해양협력대화를 시작했다.

첫 번째 회의에서 두 주는 모범 사례를 교환하고, 국방 및 해양 법 집행을 포함한 역량 구축 프로그램을 강화하고, 해상 운송 및 해양 교육 분야의 기술 이전에 대한 파트너십을 모색하기로 합의했습니다. (PNA)

[10.4] PH, South Korea to cover ‘security’ in WPS at 2nd maritime meet

MANILA – South Korea and the Philippines are set to discuss current developments and security over the West Philippine Sea in their upcoming maritime meeting, South Korean Ambassador to the Philippines "Lee Sang-hwa" has said.

"Lee" said the two states will hold the 2nd Philippine-South Korea Maritime Cooperation Dialogue in Manila next week following their successful inaugural meeting in 2022.

“Amid the growing tension to the situation in this part of the world, we are expecting to cover a variety of issues ranging from protection of the maritime ecosystem, safety and security in the West Philippine Sea/South China Sea and the Korea-Philippine military-to-military and defense industry cooperation,” he told reporters on the sideline of Korea's National Foundation Day reception in Taguig City on Tuesday night.

South Korea earlier joined the growing number of states calling out “actions that raise tensions” in the South China Sea shortly after the Chinese Coast Guard used water cannons against Philippine Coast Guard vessels last August.

In explaining the move, Lee said the public statement was in line with the South Korean government's “firm belief and standing position about the importance of peace and stability in this region”.

“Since my arrival, I felt strongly (that) we should add our voice to the growing concern about the situation. So our embassy issued a statement,” he said.

The upcoming dialogue will reflect the two nations’ growing interest in further developing their maritime cooperation as they mark 75 years of bilateral relations in 2024, "Lee" said.

The meeting will also cover various areas of cooperation including ways to maximize the blue economy or economic activities that bank on the sustainable use of oceans and sea.

Lee said the two governments are working on “some agreements” related to maritime cooperation but is not sure whether talks would conclude in time for the bilateral meeting.

“There’s a growing support for Korea’s more active role in the maritime domain awareness, which is defined by issues like the environment, maritime economy, and security and stability — I would expect we will enhance our cooperation in that direction,” he said.

South Korea and the Philippines inaugurated the Maritime Cooperation Dialogue in Busan last year.

During the first meeting, the two states agreed to exchange best practices, enhance capacity-building programs, including in defense and maritime law enforcement, and explore partnerships on technology transfer in maritime transport and maritime education. (PNA)
