마닐라—두 정부 기관은 MMDA(Metropolitan Manila Development Authority)에 월요일에 수업이 시작됨에 따라 대중 교통에 대한 비접촉 우려 정책의 시행을 일시적으로 중단할 것을 요청했습니다.

교통부(DOTR)와 육상교통프랜차이즈규제위원회(LTFRB)는 개강으로 인해 메트로 마닐라에서 통근자 유입이 예상됨에 따라 더 많은 승객을 수용할 수 있는 공공유틸리티차량(PUV)을 늘리기 위해 이같이 요청했다고 밝혔습니다.

DOTr은 MMDA에 요청서를 보냈고, LTFRB는 33대의 버스, 68대의 지프, 32대의 UV 익스프레스 노선을 허용하는 두 개의 비망록 통보를 발표했습니다.

MMDA는 DOTr에 월요일에 개통될 노선에 대한 공공 편의 인증서(CPC)를 아직 발급하지 않았기 때문에 PUV가 체포되지 않을 것이라고 장담했습니다. LTFRB의 CPC 신청 개시 공식 결정을 기다리는 동안 PUV에 특별 허가서가 발급될 것이라는 점에 주목했습니다.

"그 외에도 PUV는 MMDA의 번호 코딩 제도에서 면제됩니다. 그러나 MMDA는 PUV가 교통법규 위반에서 면제되지 않으며, 그들은 질책을 받은 PUV 운전자들이 책임을 지도록 보장할 것이라고 주장합니다. MMDA는 "CPC 위반 사항은 모두 LTFRB로 보내져 적절한 조치를 취할 것"이라고 덧붙였습니다.

LTFRB는 또한 대중교통 운전자와 운영자에게 프랜차이즈와 임시 당국에 명시된 정책을 따를 것을 촉구했습니다. 위반자는 프랜차이즈 또는 허가를 취소할 수 있습니다.

MANILA —The two government agencies have requested the Metropolitan Manila Development Authority (MMDA) to temporarily suspend the implementation of the No-Contact Apprehension Policy for public transport as classes open on Monday.

The Department of Transportation (DOTr) and the Land Transportation Franchising and Regulatory Board (LTFRB) said they have made the request in order for more public utility vehicles (PUV) to accommodate more passengers, as a commuter influx is expected in Metro Manila due to the opening of classes.

DOTr sent a letter of request to the MMDA, while the LTFRB released two memorandum circulars allowing 33 buses, 68 jeeps, and 32 UV Express routes.

The MMDA has assured DOTr that PUVs will not be arrested as it has not yet issued a Public Convenience Certificate (CPC) for the route that will open on Monday. It was noted that a special permit will be issued to PUV while awaiting an official decision from the LTFRB to initiate a CPC application.

"Apart from that, PUVs are exempted from the MMDA's Number Coding Scheme. But the MMDA insists that PUVs are not exempted from violating traffic laws and they ensure that reprimanded PUV drivers on the road will be held accountable. It added that all of CPC violations will be sent to the LTFRB for appropriate action," MMDA said.

The LTFRB also urged public transport drivers and operators to follow its policies stated on their franchises and provisional authorities. Violators may revoke the franchise or permit.
