MANILA - A low-pressure area east of central Luzon has developed into a Tropical Depression (TD), the weather bureau said on Thursday, naming it 'Karding'. 

The Philippine Atmospheric, Geophysical and Astronomical Service Administration (PAGASA) announced on a bulletin board at 11:19 am that Karding was last spotted 1,350 km. East of Central Luzon or 1,370km. Northern Luzon East.

'Karding' packed sustained winds of up to 45km/h and gusts of up to 55km/h near the center.
