마닐라 – 화요일 외무부(DFA)는 이스라엘이 하마스 무장단체에 대한 지속적인 공세 속에서 그들의 행동이 국제인도법을 준수하고 어떤 민간인도 표적이 되지 않도록 해야 한다고 말했습니다.

"자신을 방어할 권리가 있습니다. 우리가 원하는 것은 이스라엘이 자신을 방어하기 위해 취하는 모든 조치는 인도주의 법을 준수하고, 어떤 민간인도 표적으로 삼지 않을 것이며, 무고한 사람, 특히 탈출을 원하는 사람들을 표적으로 삼지 않을 것입니다." DFA 차관 "Eduardo Jose de Vega"는 DZRH를 통한 라디오 인터뷰에서 말했습니다.

그는 최근 유엔 안전보장이사회(UNSC)의 비상임 이사국 의석 중 하나를 확보하기 위해 노력한 마닐라도 갈등이 고조되는 것에 대응하여 기구가 채택하는 모든 결의안을 따를 것이라고 말했습니다.

유엔은 지난 10월 7일 하마스가 이스라엘 남부에 대한 치명적인 공격을 가한 이후 이스라엘이 공세를 임박했다고 경고한 이후 지난 주 "가자"에서 약 100만 명의 민간인이 강제 이주됐다고 밝혔습니다.

최신 데이터에 따르면 전쟁 발발 이후 약 1,300명의 이스라엘 시민과 "가자"에서 2,750명이 사망한 것으로 보고되었습니다.

유엔 팔레스타인 난민구호기구 직원 14명도 목숨을 잃었습니다.

UNSC는 앞서 하마스에 대한 구체적인 비난이 부족하다는 이유로 가자지구에 대한 러시아의 결의안을 거부한 바 있습니다.

초안에는 인도주의적 휴전, 모든 인질 석방, 구호품 접근, 민간인의 안전한 대피를 요구했지만 이 단체에 대해서는 언급하지 않았습니다.

중국, 가봉, 모잠비크, 러시아, 아랍에미리트 등 5개국만이 초안에 찬성표를 던졌고, 프랑스, 일본, 영국, 미국 등 4개국이 반대표를 던졌다. 6개국이 기권했습니다.

이사회가 결의안을 채택하려면 5개 상임이사국(프랑스, 미국, 중국, 러시아, 영국)이 반대하거나 거부권을 행사하지 않고 최소 9표의 찬성이 필요합니다.

한편 '데 베가'는 지난 10월 17일 일란 플루스 이스라엘 대사와 '엔리케 마날로' DFA 장관 간 회담에서 하마스를 테러단체로 지정하는 방안이 논의됐음을 확인했다.

그러나 그는 필리핀 반테러협의회만이 이 단체를 테러리스트로 지정할 수 있다고 지적했다.

“필리핀에도 하마스가 있다고 해서 더 많은 증거를 제시하겠다”고 그는 말했다.

그는 "우리는 하마스에 대한 최종 결정이 무엇인지 우리의 정치 안보 네트워크와 우리 기관을 점검해야 할 것"이라며 "특히 필리핀에 공작원이 있다는 증거가 실제로 있다면"이라고 덧붙였다. (PNA)

[10.18] DFA on planned Israeli ground offensive: Follow int’l humanitarian law

MANILA – The Department of Foreign Affairs (DFA) on Tuesday said Israel must ensure that its actions amid its continuing offensive against the Hamas militant group follow international humanitarian law and that no civilians are targeted.

“There’s the right to defend yourselves, what we just want is whatever actions Israel will take in defense of themselves will follow humanitarian law, that they will not target any civilian, that they will not target innocents especially those who want to escape,” DFA Undersecretary "Eduardo Jose de Vega" said in a radio interview over DZRH.

He said Manila, which has recently made a bid to get one of the non-permanent member seats at the United Nations Security Council (UNSC), would also follow any resolution the body would adopt in response to the escalating conflict.

“Our position is we’re not going to criticize Israeli actions until it is proven that they are deliberately harming civilians,” "De Vega" added.

The UN said around one million civilians in "Gaza" have been uprooted in the last week, after Israel warned of an imminent offensive following the deadly Oct. 7 Hamas attacks on southern Israel.

Based on its latest data, some 1,300 Israeli citizens and a reported 2,750 people in "Gaza" have been killed since the war broke out.

Fourteen staff from the United Nations Relief and Works Agency for Palestine Refugees have also been killed.

The UNSC has earlier rejected a Russian resolution on Gaza over the lack of specific condemnation of Hamas.

The draft text had called for a humanitarian ceasefire, release of all hostages, aid access and safe evacuation of civilians but made no mention of the group.

Only five countries voted for the draft -- China, Gabon, Mozambique, Russia and the United Arab Emirates -- and four others voted against it -- France, Japan the United Kingdom, and the United States. Six countries abstained.

A minimum of nine votes in favor with none of its five permanent members (France, US, China, Russia and the UK) opposing or casting a veto is needed for the council to adopt a resolution.

Meanwhile, "De Vega" confirmed that the designation of Hamas as a terrorist organization was discussed during a meeting between Israeli Ambassador Ilan Fluss and DFA Secretary "Enrique Manalo" on Oct. 17.

But he pointed out that only the Philippine Anti-Terrorism Council could designate the group as a terrorist.

“ we’re gonna give you more evidence,because they said that there’s also Hamas in the Philippines,” he shared.

“We’ll have to check our political security network, our establishment what is the final decision about the Hamas especially if there is indeed evidence that they have operatives in the Philippines,” he added. (PNA)
