마닐라 - 올해 마지막 국가 동시 지진 훈련(NSED)이 세계 쓰나미 인식의 날을 기념하여 오로라주 카시구란에서 11월 9일 개최될 예정입니다.

민방위국(OCD)은 주말 성명을 통해 “매년 11월 5일 세계 쓰나미 인식의 날(WTAD)을 기념해 4분기 NSED가 실시된다”고 밝혔다.

4분기 NSED는 Civil Defense PH 및 NDRRMC Facebook 페이지를 통해 실시간 스트리밍됩니다. 프로그램은 오전 8시에 시작되며, 정확히 오전 9시에 버튼을 누르는 의식이 이어집니다.

한편 OCD와 국가재난위험경감관리협의회(NDRRMC)는 일반 대중에게 이러한 비상 훈련에 참여할 것을 촉구했습니다.

오로라주 카시구란은 1968년 8월 2일 이 지역을 강타한 규모 7의 지진을 기념하기 위해 NSED 4분기 기념식 장소로 선정됐다고 덧붙였다.

필리핀 화산지진학연구소의 기록에 따르면 카시구란 만을 따라 큰 파도가 관찰되었으며 쓰나미 확률은 카시구란 만을 따라 추정 높이가 3m로 '긍정적'으로 평가되었습니다.

OCD는 "한편 이번 분기 NSED의 주최자로서 카시구란 해안선에서 쓰나미를 일으키는 지진에 초점을 맞춘 시뮬레이션 훈련을 통해 지자체의 지진 및 쓰나미 비상 계획을 시연할 것"이라고 덧붙였다.

이번 훈련에서는 강한 지진과 쓰나미 발생 시 대응 능력을 시연해 지자체의 지진 비상 계획을 시험할 예정이다.

OCD는 NSED와 같은 역량 강화 활동에 대한 대중 참여의 중요성을 다시 한번 강조했습니다.

학술기관, 기업체, 관공서, 전 가구 등 다양한 이해관계자가 훈련에 참여하고 각자의 지역에서 지진훈련과 대피훈련을 실시하도록 한다.

OCD는 NDRRMC의 집행 기관으로서 일반 대중을 위한 다양한 역량 강화 프로그램과 활동을 지속적으로 시행하고 있습니다.

그 중 하나는 지진이 발생하기 전, 도중, 후에 무엇을 해야 하는지 필리핀 사람들에게 교육하려는 NSED의 행위입니다.

NSED 기간 동안 명령 및 제어 시스템과 프로세스에 대한 대응 능력 시연을 통해 지진 비상 계획과 구조팀의 상호 운용성이 테스트되고 있습니다. (PNA)

[10.30] Q4 nat'l quake drill set Nov. 9, to highlight tsunami awareness

MANILA – The last National Simultaneous Earthquake Drill (NSED) for this year will be held on Nov. 9 in Casiguran, Aurora, in line with the observance of World Tsunami Awareness Day.

"Fourth quarter NSED is conducted every November in line with the observance of World Tsunami Awareness Day (WTAD) on the fifth of the said month," the Office of Civil Defense (OCD) said in a statement over the weekend.

The fourth quarter NSED will be live-streamed through Civil Defense PH and NDRRMC Facebook pages. The program will commence at 8 a.m. to be followed by the ceremonial pressing of the button at exactly 9 a.m.

The OCD and the National Disaster Risk Reduction and Management Council (NDRRMC), meanwhile, called on the general public to participate in these emergency exercises.

It added that Casiguran, Aurora was chosen as the ceremonial site for the fourth quarter NSED to commemorate the magnitude 7 earthquake that struck the province on August 2, 1968.

Records from the Philippine Institute of Volcanology and Seismology said that tall waves along Casiguran Bay were observed and tsunami probability was assessed as “positive” with an estimated height of three meters in areas along Casiguran Bay.

"Meanwhile, as host of this quarter’s NSED, the earthquake and tsunami contingency plan of the municipality will be demonstrated through a simulation exercise, focusing on an earthquake that generates a tsunami in the coastline of Casiguran," OCD added.

The exercise will test the municipality’s earthquake emergency plans through a demonstration of response capabilities in the event of a strong earthquake and tsunami.

The OCD again reiterated the importance of public participation in capacity-building activities like NSED.

Various stakeholders such as academic institutions, business establishments, government offices, and all households are enjoined to participate in the drill and conduct earthquake and evacuation drills in their respective areas.

The OCD, as the executive arm of the NDRRMC, is continuously implementing various capacity-building programs and activities for the general public.

One of these is the conduct of NSED that seeks to educate the Filipinos on what to do before, during and after when an earthquake strikes.

During NSED, earthquake emergency plans and interoperability of rescue teams are being tested through demonstrations of response capabilities on command and control systems and processes. (PNA)
